Indonesia Competitiveness Development (SENADA)

Background
Working with representatives of the public and private sectors to support and assist the business community across Indonesia, SENADA’s goal is to advance economic growth and prosperity by increasing jobs and income by building more competitive small and medium sized (SME) business sectors. SENADA is a four-year, $19.7 million activity. SENADA consists of two main components. The first, an Enterprise Improvement (EI) component, provides direct technical assistance to local firms as an effort to improve productivity and to create employment. The second, the Industry Value Chain (IVC) Strengthening program, identifies and addresses constraints at the industry level. Constraints can be either specific to an industry, such as production processes, or can come in the form of inappropriate policies and regulations.
SENADA has established a series Regional Competitiveness Centers (RCCs) and staffed with them business development specialists. RCCs will offer a full set of business consulting services designed to fulfill the needs of small and medium enterprises in Indonesia. SENADA has also established Regional Competitiveness Alliances (RCAs) that facilitate IVC strengthening. RCAs are supported by SENADA staff and international experts and comprised of business and government leaders. They interact with existing associations and coalitions, members of regional and national government and communities to foster positive changes in the business environment.
Project Objective
Over four years, the project will assist Indonesia to generate growth, jobs, and increased prosperity by improving the business climate and competitiveness of a selected num-ber of industry value-chains/clusters to compete in the global market.
Project Components
SENADA consists of long- and short-term technical assistance. Project components include con-ducting baseline assessment and analysis, providing industry assis-tance, removing policy constraints, and extending public communica-tion outreach.
Recent Accomplishments
1. Enterprise Improvement (EI)
- Five RCCs are currently operating and serving clients in Bandung, Jakarta, Semarang, Surabaya, and Medan
- As of September first, SENADA had assisted 54 clients, primarily in the footwear and automotive part industries.
- In addition, 23 clients have received Marketing Technical Assistance, 14 have received Operations Technical Assistance, 4 have received Trade Promotion Technical Assistance, and 12 have received Finance Technical Assistance.
2. Industry Value Chain (IVC) Strengthening
- East Java
During a series of RCA IVC stakeholder meetings throughout Au-gust 2006, over 25 RCA members identified, discussed, and ana-lyzed over 30 constraints to footwear, auto parts and ICT value chains. SENADA, in conjunction with the RCA, identified first IVC intervention for East Java dealing with improving SME business licensing policy.
- Jabodetabek (Jakarta, Bogor, Depok, Tanggerang and Bekasi)
SENADA successfully held a series of workshops throughout Au-gust with RCA members, business associations and local gov-ernment to brainstorm and discuss over 50 constraints to industry competitiveness, business environment improvement, and trade / market expansion. SENADA continued analysis and prepared fu-ture IVC interventions. This meeting was attended by local gov-ernment representatives, business associations, SMEs, universities, research institution, and NGOs.
3. Public Awareness
- SENADA has developed a website containing the information of SENADA activities in Indonesia (www.senada.or.id).
- A variety of promotional and informational materials have been developed and disseminated, including a brochure, flash presentation and marketing kits.
- Surabaya: the SENADA project and its SME clients were featured on the JawaPos TV channel on two occasions, as well as in three print media.
- Jakarta: SENADA’s regional launch was covered by the Jakarta Post, Business Indonesia, JakTV and SCTV.
- Bandung: The regional launch in Bandung was covered by radio station Bandung Delta FM and the newspaper Pikiran Rakyat.
