Support for Peaceful Democratization
Background
SPD aims to address violent conflicts among groups with incompatible interests regarding distribution of resources, control of power and participation in political decision-making, identity, status, or values. SPD support is rapid and flexible, addressing urgent needs and overarching causes of conflict. SPD typically provides in-kind grant support, assuming responsibility for the myriad logistical tasks associated with conflict mitigation and resolution projects (e.g., purchase of equipment, payment of transportation, or arranging workshop facilities). This relieves partners of the burdens associated with procurement tasks, freeing them to focus on achieving programming goals. SPD works with local civil society organizations, NGOs, universities, public institutions, etc. As a result of the 26 December 2004 tsunami to hit Aceh Province, SPD has been utilized to deliver much-needed, rapid assistance to the province to support local initiatives aimed at generating income, recovering livelihoods, and participating in the inherently political processes of recovery and reconstruction. SPD now implements a Community-Based Recovery (CBR) Initiative component which aims to assist tsunami-affected communities in successfully recovering their social and physical infrastructure.

Project Components
Designed as a Task Order against the SWIFT II IQC mechanism, SPD assists local organizations and institutions in their work to address violent conflict across Indonesia through community based recovery activities, training, monitoring, and networking. In the special case of Aceh, SPD works directly with communities to develop critical leadership and motivational skills, which assist them in developing prioritized village, plans (in a multi-stakeholder manner) and achieve their recovery goals.

Aceh Community Based Recovery (CBR) Project Focus
- Support for communities in the recovery process;
- Promotes partnership between communities and government agencies;
- Facilitates participatory planning to identify local needs;
- Initiatives by women aimed at increasing their (and other especially vulnerable individuals) involvement in recovery and reconstruction decision-making and planning;
