U.S. Government and Indonesia Develop Tools to Support Business Reform

Jakarta, July 30 -- A seminar held today at the National Development Planning Agency (Bappenas) entitled, “Achieving Legal Certainty through Regulatory Reform,” highlighted the necessity of regulatory reforms in Indonesia. The seminar was attended by over 100 senior officers from central government agencies to discuss concepts related to national regulatory reform tools that collect, sort, and conduct preliminary analyses of large numbers of regulations.
During the seminar, the Bappenas national reform plan was officially introduced for the first time to the legal bureaus of central, provincial and local government agencies.
Seminar participants also addressed the need for Indonesia to do more to become business friendly if it wishes to continue to draw both foreign and domestic investment.
“Considering the size of Indonesia, the number of regulations involved, and their accumulated impacts over many decades, such a program will be complex and demanding,” said Walter North, Mission Director of the U.S. Agency for International Development.
Bappenas, in collaboration with the USAID SENADA Project, has developed an efficient regulatory review tool to support reform within the government of Indonesia. Bappenas has proposed that these tools be included in the Mid-Term National Development Plan and in the Annual Development Plan.
USAID SENADA is a four-year project whose objectives are to strengthen the competitiveness of labor-intensive light manufacturing industries. SENADA focuses on five industries: footwear, auto parts, garments, home furnishings and Information and Communications Technology (ICT).

Pemerintah AS dan Indonesia Kembangkan Metode untuk Mendukung Reformasi Bisnis
Jakarta, 30 Juli – Sebuah seminar yang diselenggarakan di Bappenas hari ini berjudul, “Mencapai Kepastian Hukum Melalui Reformasi Peraturan” menyoroti pentingnya reformasi peraturan di Indonesia. Seminar yang dihadiri lebih dari 100 pejabat tinggi dari lembaga-lembaga pemerintah pusat ini membahas konsep yang berkaitan dengan metode reformasi peraturan nasional yang dapat mengumpulkan, memilah, dan melakukan analisis awal sejumlah peraturan.
Dalam seminar ini, rencana reformasi nasional Bappenas diperkenalkan secara resmi untuk pertama kalinya kepada biro hukum lembaga-lembaga pemerintah pusat dan daerah. Para peserta seminar juga mengutarakan pentingnya Indonesia untuk
berbuat lebih banyak lagi agar menjadi tempat yang ramah bagi usaha bila tetap ingin menarik investasi luar dan dalam negeri.
“Melihat besarnya Indonesia, jumlah peraturan yang terkait, dan efek gabungannya yang akan terasa sampai beberapa dekade mendatang, progam seperti ini akan menjadi rumit dan banyak tuntutannya. Meskipun demikian, hal ini sangat penting dan strategis untuk masa depan Indonesia,” kata Walter North, Direktur USAID Indonesia.
Bappenas bekerja sama dengan proyek SENADA yang dibiayai oleh Badan Pembangunan Internasional Amerika Serikat (USAID) telah mengembangkan sebuah metode evaluasi peraturan yang efisien untuk membantu reformasi pemerintah Indonesia. Bappenas mengusulkan agar metode ini dimasukkan ke dalam Rencana Pembangunan Nasional Jangka Menengah dan Rencana Pembangunan Tahunan.
USAID SENADA adalah program empat tahun yang bertujuan untuk memperkuat daya saing industri manufaktur ringan berbasis padat karya. Fokus SENADA ada pada lima bidang industri, yaitu alas kaki, komponen otomotif, garmen, perabot rumah tangga, dan informasi komunikasi dan teknologi (ICT).
