Program Description

About the Program

Training has long been a key component of the U.S. Government’s development program in Indonesia.  The support of foreign exchange students in American universities has been and continues to be a powerful tool in creating a greater understanding between our two countries, and the building of leadership skills.

The tradition of using scholarship programs to educate future leaders and foster mutual understanding between the people of Indonesia and America continues to be a high priority of the U.S. Government.  USAID/Indonesia plans to support the tradition through its participant training program, which will provide scholarships for academic degrees and the creation of an alumni association.  The participant training program is structured in a way that will help individuals acquire the knowledge, skills, and the capacity to support Indonesia’s development and the achievement of USAID Mission objectives.

The Human and Institutional Capacity Development (HICD) program, also known as the Participant Training Program, is funded by USAID and will be implemented over a four year period (2007-2011).  The program will provide scholarships to approximately 25 – 40 participants per year. The goal is to train a new generation of Indonesian public and private sector leaders in priority sectors and skills, including economics, health, environment, education and leadership.  The training will strengthen the professional, managerial and/or technical competency and performance of Indonesians and Indonesian organizations whose skills or professional sectors the Government of Indonesia and USAID consider necessary for transformational development in Indonesia.

USAID has awarded a contract to the Academy for Educational Development (AED), a U.S. non-governmental organization (NGO) to support the implementation of the HICD program.

Who Can Apply?

1. Candidates must be citizens of Indonesia.
2. Candidates may not be employed by USAID, have their salaries paid by USAID, or be an employee of USAID contractors or grantees.

What does a Scholarship Cover?

Participant training provides:
• international travel
• health and accident insurance coverage
• visa processing fee
• medical check up
• tuition
• living cost allowances and
• all other appropriate and allowable costs related to the approved degree program.

What are the Fields of Study Supported by the USAID Program?

The following program areas are those under which related fields of study may be considered:

• Improving the quality of basic human services
• Improving the quality of basic education
• Strengthened local governance, democratic reform, and reduced conflict
• Economic growth strengthened and employment created

Selection Criteria

Criteria used for candidate selection includes:
1. Leadership in the candidate’s field;
2. Excellence in the candidate’s technical field;
3. Relevance to the achievement of USAID/Indonesia and GOI development goals;
4. Technical qualifications for the specific training program.
Candidate Commitment to the Training Program

Each candidate who accepts sponsorship by USAID/Indonesia for training in the U.S., in-country or a third country will enter into a relationship of mutual commitment between the Mission (USAID), training implementation contractor, the training institution, and the participant’s employer. 

It is a mandatory for the candidate to remain in Indonesia for a minimum of two years after the completion of the training program before re-entering the U.S. for permanent residence or as non-immigrant to perform temporary services or labor.
