Local Government Support Program
Objective
To support more participatory, effective and accountable local governance through the introduction of participatory planning, improved budgeting and financial management, more responsive service delivery, strengthened local legislatures, civil society participation and national policies that promote improved decentralization.
Program Focus
The Local Governance Support Program (LGSP) is an integrated set of assistance activities designed to support both sides of the good governance equation. First, it supports local government administrations to become more democratic, more competent at the core tasks of governance and more capable of managing resources and services. Second, it aims to strengthen the ability of local legislatures and civil society to monitor and perform oversight of local government and improve media as a communication and information resource for good local governance.
LGSP offers technical assistance, capacity development, training, tools, publications and information to central government ministries, local governments, local councils, civil society organizations, the media and citizens in the following areas:
- Strengthening the core competences of local administrations including strategic and participatory planning; improving the finance, budgeting and accounting function of local governments; and strengthening management systems for service delivery.
- Strengthening democratic governance at the local level including improving capacity and performance of locally elected councils to review and approve budgets and plans, represent citizen interests and develop sound policy and legislation; and strengthening the ability of civil society and the media to reflect the priority needs of citizens vis-à-vis local administrations.
- Developing comparative performance benchmarking information to assist local governments to monitor and improve their performance.
- Undertaking analytical and policy work to strengthen the enabling environment for good local governance.
- Strengthening strategic partners and service providers as a sustainable source of technical support to local governments.
Assistance is provided to more than 70 local governments in the Provinces of Banten, West, Central and East Java, Aceh, North and West Sumatra, South Sulawesi and West Papua. At the national level, LGSP works with the Ministry of Home Affairs, National Planning Agency, State Administrative Institute, Ministry of Finance, and other strategic partners.
