e-Government Software Developed by LGSP Is Nominated for National Award

The USAID-LGSP-developed electronic Community Information Service (e-CIS for short), which is now operating in a dozen districts, mainly in Aceh, was nominated for this year’s Indonesian Information and Communication Technology Awards for Software Innovations (INAICTA 2009), with the winners being announced on July 29th during a ceremony at the Jakarta Convention Center.

The e-CIS software was created by LGSP in partnership with software designer PT Inovasi. The web and SMS-based service encourages citizens to directly convey their concerns, complaints and suggestions to the local government by SMS or by posting on the local government’s website. The information is then automatically forwarded to the relevant office for a response within 48 hours.

The e-CIS software was one of 700 entries in 18 categories. It was nominated for the e-Government category by a jury consisting of representatives from the Department of Communications and Information and the private sector.  Although it did not ultimately win an award, the system provides a new channel of communication between the local government and citizens on the quality of public service delivery. The fact that it was nominated means that the application has withstood rigorous testing and is considered robust and commercially viable.
