Project Objectives

I-TAP will build capacity within the Ministry of Trade (MOT) to analyze and implement trade reform that will promote an enhanced trade regime, an improvement in the investment climate, and increased employment.

Project Components

I-TAP consists of long-term technical assistance advisors, short-term technical assistance, commodity support and domestic and international training and conferences. The project was initiated on January 3, 2006.

Background

USAID/Indonesia has a robust history of providing trade capacity support to the Government of Indonesia, beginning with the Trade Implementation and Policy (TIPs) Project in 1993, followed by the Partnership for Economic Growth (PEG) project, and support provided through the Growth through Investment and Trade (GIAT) Project.  The importance of trade capacity development has been well articulated by Trade Minister Pangestu. The purpose of the Indonesia Trade Assistance Project (I-TAP) is to build upon USAID and Ministry of Trade (MOT) progress to date and assist the Ministry in addressing its capacity building agenda and engaging in the global trade arena.

Project Focus

I-TAP focuses upon the critical areas of trade capacity development facing the Government of Indonesia, with an emphasis on international trade issues, including:

  • Support for WTO compliance and the DOHA development agenda;
  • Activities to enhance inter-agency coordination on trade related matters, including cross ministerial technical assistance and training;
  • Intellectual Property Rights (IPR);
  • Legal drafting and legislative reviews related to investment, trade, property and other laws affecting the trade agenda;
  • Analytical skills development;
  • Ministerial capacity development and institutional strengthening;
  • Support for coordination with the private sector (e.g., Kadin); and
  • Reduction of Non-tariff barriers.
