Program Basic Human Services (Water and Environment)

Dates November 2004 - September 2009

Partner Development Alternatives Inc.

The Environmental Services Program (ESP) promotes better health by improving water resources management and increasing access to clean water supply and sanitation services. Recognizing that ensuring the availability of clean water for coming generations means protecting fragile upland sources as well as working with water providers in the lowlands, ESP pursues three integrated components:  Watershed Management and Biodiversity Conservation seeks to stabilize and improve the supply of raw water to urban and peri-urban population centers through the promotion of sustainable land use practices, such as reforestation, agro-forestry, land use planning, and improved forest management.  Environmental Service Delivery aims to improve the provision of services -- including water supply, sewerage, and solid waste – in the lowland population centers. The program improves municipal water utilities’ technical, operational, and financial capacities and works with local governments and communities to improve sanitation services.  Environmental Services Finance seeks to increase the financing available to local governments to improve and expand their water supply and sanitation facilities. In the earthquake- and tsunami-damaged province of Aceh, ESP includes the above components plus a fourth -- Environmentally Sound Design -- assisting communities to rebuild their lives, obtain sustainable water and sanitation facilities and services, rehabilitate land, contribute to spatial planning, and hasten the return to permanent homes with access to adequate basic services.
