Justice Sector Reform Program (JRSP)
Objectives
To develop more effective, transparent and accountable justice sector institutions through direct assistance to the Attorney General’s Office in implementing their reform agenda.
Program Focus
JRSP assists the Attorney General’s Office (AGO) to implement reforms in the public prosecution system which includes the following components:
- Bureaucratic reform to improve organizational and human resource performance, develop career paths, improve prosecutor recruitment process and develop methodology for career assessment and promotion
- Development of a database to track prosecutor profiles and complaints
- Continuing legal education of prosecutors
- Training Center support to improve the quality of trainers and create transparent criteria for evaluating candidates for training
- Code of Conduct dissemination and training
- Public education, communication and outreach
JSRP support is helping to reduce the backlog of civilian complaints and establish more objective assessment criteria for evaluating performance of prosecutors and work units. In May 2008, the AGO and JSRP successfully launched a new Refresher Course for AGO staff and prosecutors. In addition to being an important training tool for case management and supervision, aspects of the course have become one of the requirements for promotion within the AGO.
Discussions are underway to support Supreme Court Reform.
