Objectives

To enhance the capability of the election management bodies and civil society to conduct credible and legitimate elections, carry out effective voter information campaigns, hold more transparent and competitive political processes and increase the quality of public debate on electoral issues.

Program Focus

Working with the Government of Indonesia, Civil Society Organizations (CSOs) and other counterparts, the program builds upon the lessons learned from Indonesia’s 1999 and 2004 elections to ensure the 2009 election is administered freely, fairly and credibly. The project focuses on two main components of (1) Election Management and (2) Public Awareness, Transparency and Turnout.

With the National General Election Commission (KPU), Elections Supervisory Body (BAWASLU), Constitutional Court, local survey institutions and CSOs as strategic partners, this national level program includes the following activities:

  • Technical assistance to the KPU and BAWASLU to develop vote counting and reporting procedures, voter education campaigns, campaign finance regulations, voter registry and monitoring use of media to ensure compliance with election regulations.
  • Voter education programs to encourage participation of women and persons with disabilities in elections.
  • Assistance to the Constitutional Court to develop guidelines and procedures for processing, handling and adjudicating election disputes.
