Dual Masters Degree Program in Applied Economics

BACKGROUND

The Indonesian economy continues to change, which requires a growing need for well-trained economists to occupy a broad range of positions in the public sector.  The Fiscal Policy Office within the Ministry of Finance serves a strategic function as an advisory unit on economic, financial, international, and budget policy for the country.  To meet the growing demand for public service, the Fiscal Policy Office needs to develop its human resources and capacity building through a dual program.

The USAID Grant to the Georgia State University (GSU) Research Institute in partnership with Universitas Gadjah Mada (UGM), Yogyakarta, developed a dual master’s degree collaborative program.  Participants enroll for nine months of course work at UGM for preparatory training and continue to GSU for a fourteen-month course of study.  Participants will obtain a dual Master’s Degree -- a Master of Arts from GSU and a Master of Science from UGM, which will strengthen the capacity of the Fiscal Policy Office staff to provide high quality economic and fiscal policy advice.

PROJECT OBJECTIVE

The objectives of this partnership are:  (1) to train and award master degrees to 30 Indonesian students; (2) to offer course work that is specifically designed to the needs of the Indonesian participants; (3) to conduct and disseminate applied research from joint work between GSU and UGM, which can result in publications; and (4) to integrate learning techniques and appropriate technology in the academic and outreach components of the program.

PROJECT OUTCOME

The outcome of this program will be well trained economics staff available in Indonesia who will be able to help provide high quality economic and fiscal policy analytical capabilities and advice to senior Indonesian policy and deci-sion makers. It is also expected that both GSU and UGM will serve as providers of teaching, research centers, and technical assistance in economic and public policy in Indonesia.
